The automotive parts sector is crafting its own
roadmap, identifying key interventions as well as incentives that would
encourage investments in new and export projects.
The roadmap
seeks to encourage investments in so-called critical parts as well as
components for electric vehicles and alternative fuel vehicles and
sub-assembly systems
Critical parts would include body panel
stampings, large injection moldings, engines, transmissions, transaxles,
wiring harness, auto glass forming, finishing, steering and suspension

While
the Philippine automotive parts sector is a net exporter earning for
the country $3.8 billion in 2011 which accounts for 7 percent of total
exports of the sector that year, the lack of economies of scale of the
local automotive markets hampers the sector’s growth.. A low local
content of 10 to 15 percent also reflects the dependence of assemblers
on imports.
The automotive parts industry is dependent on local assembly but players are turning to exports.

harness, propellers and shafts, transmissions, tires and auto electrical

In the lamps, mold and die, disc brake side of the
business, the Philippines is second to Thailand in tie lamp
manufacturing, and second to China in die casting and at the bottom in
brake parts.
“In terms of cost competitiveness, the Philippines
is lagging except in mold and die due to heavy reliance on imports and
low productivity due to small-scale production,” the roadmap said.
The
roadmap proposes the grant of extended income tax holiday for high
technology projects in parts manufacturing from the existing range of 3
to 8 years; tax incentives for periodic increases in exports;exemption
from internal taxes levied on domestic products manufactured outside
economic zones and tax exemption on domestically purchased supplies and
materials as well as the reduction of excise tax.
The industry
employed 50,858 workers as of 2009 with output of P115 billion and P25.5
billion in value-added 60 percent of the parts manufactured are
original equipment manufactures and the rest are replacement.
The
parts sector has both large and small, local and foreign participants.
The large companies, domestic and foreign,Airgle has mastered the art of
